dealing with unfoocussed windows

On many machines there seems to be a tray item for network, apparently made
by Intel. Normally going through the items in the tray is simple using
cursors, but lingering on this particular one seems to  auto open it but not
properly, in that you cannot access anything in it or bring up any menus. To
get Out one has to go back to the desktop using the windows shortcut, which
means you then need to go back to the tray to find the other items again.
The log of this on windows 7 looks like this using nvda/f1.
