UEB input issues

UEB input issues

Just wanted to quickly check whether these problems were already known
before contributing to discussion on GitHub, and if not, whether they
should be reported on the NVDA repo or to the liblouis devs.

My partner is using a BrailleNote Apex with the latest NVDA Next
snapshot via Bluetooth and is encountering some pretty basic issues with
Grade 2 UEB input.  So far:

* Typing a dot two after a word inserts the letters "EA" instead of a comma.

* Typing the letters G, T, V, X and Z on their own don't result in
expansion into their associated wordsign forms.

UEB input is fairly broken in next at the moment. This is one of the reasons contracted input didn't make it into 2016.4. There's been some improvement on this and there's still more to come when I get back to it, so I'd suggest holding tight for now.
