Thoughts on slow or silent open file dialogues

Sometimes in Windows 7 and ten, one can find it unresponsive or just silent
at times, losing focus and various other issues.
 Looking at an nvda F1 on some of these I note that it is attempting to use
uia a lot, but on programs that tend to exhibit these problems they use
older code from maybe xp times and it struck me that the mixture of bits of
uia and old school dialogue elements might be a contributory factor.

Yes, I cured the slow selection in explorer in windows 7 by just upping the
idle speed of the processor to 50 percent, but then this is a desktop, so it
should not matter that its idling faster.
 Laptops may eat the battery if you do this The big issue here is why is it
that Windows does not spot nvda struggling and wind up the speed dynamically
as I thought it was supposed to?
As for save as. I think the delay in speaking on a dialogue, for example as
you cursor through a file path or name or type in letters is  a completely
different issue to the  non speaking that appears to occur as you tab around
one. In that case its a focus issue, in the delay case its something else as
watchdog is very active.
