Latest NVDA not announcing Column or Row Headers in Excel

Hello,
I have a sheet and went up to A1, set it as top of columnĀ  and row headers, went to B2 and I heard the column header, but not the row header. Then I went to C2 and didn't hear anything. I went to C3 and didn't hear anything. B1, C1, A2 and A3 have text in them.
This is with the latest snapshot of NVDA. I also notice that the sheet is slow again with comments where I don't remember it being slow in the last snapshot.

Brandon,

 

I am using Excel 2016 on Windows 10 with NVDA 2016.3

 

Below is the test table I set out. I then pressed NVDA+shift+c to set the column titles and NVDA+shift+r to set the Row titles. All echoed perfectly in the table. The column title was spoken after the contents of the cell when moving horizontally and the row title was spoken when travelling vertically from row to row even where there is nothing in the cells.
